The rocker has landed on a list of 1,802 people who have used more water than East Bay Municipal Utility District officials have ruled acceptable per household amid the California drought, but he has no idea how he got there.

Records show that more than 2,200 gallons were consumed daily at Neil's home in Danville during the most recent billing cycle, but Neil insists he hasn't been there.

"Wow!! This is news to me!!" he writes on Facebook. "I haven't lived in my Danville, CA house for over five years. My property manager would have informed me if there was a violation of Excessive Water Use!!"

A spokesman for Neil claims the rock star now lives in Las Vegas.

Unless he can prove he's not at fault, Neil must pay a fine of $2 (£1.30) for every unit of water he used over the 60-day billing period that exceeded the utility district's cap.
