Vahagn Sedian was a passenger in Garrison's Land Rover when the actor lost control of the vehicle and crashed after leaving a pre-Christmas party last year. The 17-year-old was later pronounced dead in hospital.
The police report states Garrison's blood alcohol level was more than twice the legal limit when they tested him for drink-driving at the scene.
Garrison's attorney Harland Braun says, "What's unusual in this society is he is admitting full responsibility - that's a breath of fresh air."
Garrison is free on $100,000 (GBP50,000) bail.
