Although the Meredith Corp.-owned CBS affiliate in Kansas City, MO has negotiated a new retransmission consent agreement with Time Warner Cable in the market, Internet users who use TWC as their ISP are unable to access the CBS website to watch programs that are freely available via every other ISP in the U.S, BTIG analyst Richard Greenfield observed in a note to clients on Wednesday. CBS appears to have complete disregard for Meredith's existing retransmission consent agreement with Time Warner Cable, Greenfield wrote. He wondered whether CBS and other broadcasters may soon begin charging retransmission fees to all ISPs that carry their content online. Hard to imagine CBS only wants to be paid for ISP access to CBS.com on Time Warner Cable, he commented. He warned, however, that doing so could trigger a public outcry that could result in new regulations being established by Congress or the FCC.
